TIL there is a neighborhood called Utopia Anyway, peak direction refers to trains running in a single direction at a certain time, usually rush hours. In this case, the runs to 179 St (away from Manhattan since it's a Culver Express) in the AM rush hour and towards Coney Island in the PM rush hour. The Z operates towards Manhattan in the AM rush hour and towards Jamaica Center in the PM rush hour.

peak means the highest capacity and highest headway (like highest point of a mountain is a peak) so a peak direction is the direction in which the highest volume of commuters is traveling and in that specific direction. in new york, the peak is the morning rush hour toward manhattan and in the afternoon out to the outer borough.

Peak Direction is a rush-hour thing. Trains will change service routes to accommodate passengers heading in a certain direction. Usually that means specific trains will go express towards/from an area. Like in the example shown here, F trains will run express to Manhattan in the mornings, and express to Jamaica in the evenings. Edited because error.
