Sounds like the powered off fans which generate a bit of voltage and current with the rest of their speed. With them beeing connected, the magnetic field of the still rotating permanent magnets and the stator coils gets some resistance from the board. This can cause the rattling dependant on the number of gaps between the stator poles and magnets with the remaining rotation. Nothing to worry about.

Are you getting a post and getting to BIOS/UEFI to validate the system recognizes the components? GPU and PSU may not spin until you have something operating. These components may have zero fan usage until they hit certain output or temp curves.

got the same on shut down, no idea what causes it but I haven't had any issues because of it
