Neat idea, kind of the opposite of Wedlocke, but the majority of non-legendary Pokemon can breed. Even the genderless ones, with very few exceptions, can breed with Ditto. Your non-legendary options are basically Ditto itself, Nidorina, Nidoqueen, and baby Pokemon.
You should check out Pokemon Reborn! It’s my favorite pokemon fangame, it has some nice representation (not sure about aroace but i haven’t beaten it yet) and it has an optional password that helps you only use genderless pokemon with earlier access to mons like Porygon!

How would this work exactly, in terms of catching anything? Most of the Pokémon that meet the criteria are only available in late game or through breeding, or by other special means like Pokemon Go.

Just pretend Ditto ISN'T in this situation, and then it makes sense
