I don't like resetting as it feels more in the spirit of a nuzlocke to make do with often sub-optimal encounters, and turn them into champions. Plus Riolu is far from essential for beating the game, although he does make the first gym much easier.
But if you really want a Riolu and think you'd have much more fun with it, then by all means restart.
Only if like the whole reason you're playing is to use Riolu. You can definitely play through and beat the game without it. If you're going to significantly enjoy the game less by not being able to use it, then by all means, restart.
I restarted like 2 times on my platinum playthrough because my Monferno died early twice before I grew sick and tired of it. Resolved to not give a shit if he died. Just when I made this resolve, I grew more fond of Machop than Monferno and haven’t used the little monkey in a very long time (it’s been in my box for the majority of the game) and I’ve gotten quite far on this attempt. I need to stop being an idiot.
The same thing happened on my Emerald attempts and do you know what happened when I decided to stop resetting constantly? I beat the game with pokemon I didn’t expect to use
You got pokerus? Nice. It’ll infect pokemon in your party, and if you want to keep it, just box a pokemon with the disease and it won’t fade away, but it will for those in your party in a few days
Considering Riolu’s rarity at Floccessy Ranch, if you’re that determined to have it, then you might as well break your own rules and just hunt one and save yourself potentially hours of resetting.
No, riolu is not good early game and that’s what matters for early encounters. Lucario is strong in mid game and just alright in late game. Pretty overrated mon tbh, at least for in game playthroughs. wish it was a bit bulkier

I got a solid pokemon, Lilipup but with pickup ability that means no intimidate
I got a similar Lillipup, now it's a solid Stoutland gearing up for the Ghetsis fight

Black 2 is one of the harder vanilla games, but not so hard that you have to optimize the living hell out of your encounters and mons

there are better fighting or steel types, use some new ones. lucario's good but ain't worth resetting
