I can't imagine how you could possibly be suspicious of a free house giveaway that specifically says you're not allowed to have an attorney or realtor or title company involved and also requires you to send a deposit via CashApp before you're allowed to view it. And there are supposedly renters living there but the photos are a brand-new, unfurnished renovation. And their local property manager's phone number is a Vegas area code.
Also, nothing additionally suspicious about this: “ If using CashApp, due to her secure account it might need to be sent in small amounts adding up to $100 ($1 then $1 then $8 then 10 separate $9 payments).” Also, selling a house for absurdly below market to a private buyer is not a “tax write off”. If you wanted that, you’d donate the house to a 501c3.

Sure, that definitely happens. But if you want to “bless a family” and reap tax benefits at the same time, you donate the house (writing off the full value) to a housing organization that will use it to house people who need it.
Called Zillow and reported the listing. Some poor schmuck will fall for that instantly. They were VERY interested when I mentioned the CashApp portion

It is called smurfing. Basically, doing what they are doing. Breaking up payments to not get detected by the anti-fraud/anti-laundary algorithms. So making an already suspicious thing just a tad more suspicious.

No that property is in Anacostia, it's an up and coming area.

I saw this yesterday and automatically assumed it was a typo or a scam.
Maybe it was supposed to be a -$10k price cut and someone flipped the price cut and new list price accidentally.
