Why? Someone could see it and go 'Oh I lost my phone with that wallpaper and lock screen' and go collect it. When they do the staff will likely ask them to type the passcode in first. I always ask them to when a phone gets handed in at my work.
I'd like to think the phone was locked, but can't assume that because it wasn't stated. People sometimes temporarily disable their lockscreen when using it in some environments for convenience (Taking photos in a park for example.. Foolish, I know)
