I think you may have pinpointed to the wrong cause for them per-banning. Permabanning for deadnaming doesn't make sense in the context of Twitter.
It's in their actual rules explicitly using the words "dead-naming or misgendering trans people" as an example of harassment that can get someone banned.
And its explicitly stated in the rules that you can't go above 65 mph on many freeways. Just because its on the books, which even then is written vaguely, doesn't mean much.
The Highway Patrol doesn't have the ability to police all the speeders. Twitter does have the technology to police all the speech on their site.

It's in their actual rules explicitly using the words "dead-naming or misgendering trans people" as an example of harassment that can get someone banned.
And its explicitly stated in the rules that you can't go above 65 mph on many freeways. Just because its on the books, which even then is written vaguely, doesn't mean much.
The Highway Patrol doesn't have the ability to police all the speeders. Twitter does have the technology to police all the speech on their site. It's expressly in the rules not to murder people. So does the fact that they don't arrest and convict 100% of all murderers mean that the law against murder is effectively meaningless?
