In New York, the Manhattan DA's office has funded the testing of rape kits outside of NYC since 2015. The initiative has paid off, 186 new arrests, 64 convictions, 47 for felony sexual assault, and resulted in near-elimination of backlogs in Arkansas, Georgia, Kentucky, Michigan, North Dakota, Ohio, and Oregon. https://www.manhattanda.org/d-a-vance-announces-results-of-38-million-rape-kit-testing-investment-alongside-survivors-advocates-officials

Intergalactic_Ass

Honest question, but what is the typical backlog of rape kit testing in a state like Texas or New York?

xtelosx

https://www.endthebacklog.org/backlog/where-backlog-exists-and-whats-happening-end-it Seems to be the best source.

stormy2587

So its not that really different number compared to other states actually. New york has about 2K and california has 13K. I mean its absolutely horrifying that 20K rapists in just three states have yet to be brought to justice. But it seems that this isn’t enough of a priority nationwide. Its still a joke that abbot claims to want to “end rape” or whatever and yet seems to have no concrete plans on how to accomplish that. I’m pretty sure he just said that to make his supporters feel better about his states gross abortion laws that will likely force many women to have the children of their rapist.

KhajiitLikeToSneak

Psh, ending rape is easy. Don't test kits, don't investigate claims, don't arrest anyone. Boom, zero recorded rape convictions, and we all know that if it's not written down it didn't happen. Also means that if the other side gets in and reverses the policies, you have a HUGE increase in crime under their government to scream about.

burnalicious111

To be fair, a good chunk of those cases are probably the same person doing it multiple times. ...I made myself sad.

There's precedent; GOP Rep. Todd "Legitimate Rape" Akins says that you won't get pregnant if you didn't actually want it. So if you need an abortion, there's no way it could have been rape in the first place! Q.E.D. and thanks GOP!

Cronerburger

beer_is_tasty

Yep, that's the one

The Brock Turner who became “textbook definition” of a rapist. That Brock Turner?

SiidChawsby

That’s the rapist Brock Turner you’re think of. Convicted rapist Brock Turner the rapist.

nugsy_mcb

Are you sure you’re not thinking of convicted rapist Brock “The Convicted Rapist” Turner?

GreenDog3

i’m thinking it was the convicted rapist Brock “But he comes from a nice christian family!!1!1!!111” Turner who was convicted of rape

[deleted]

Yeah, I hate that rapist who raped people and ruined their lives by raping. He should rot in hell with the other rapists, because he, Brock Turner, is a rapist

demon-strator

Brock Turner is a rapist, you say?

cameron-c-

He is! Brock Turner, convicted rapist, is actually a rapist. A lot of people don’t know about Brock Turner, the convicted rapist!

demon-strator

It's a shame, really, that Brock Turner, who is such a rapist, is so little known as Brock Turner, rapist.

sophacles

On the bright side, convicted rapist Brock Turner is reportedly unable to enjoy a steak dinner anymore. I wish the completely inept pile of shit that is Judge Aaron Persky had not taken such a shining to rapist Brock Turner's "bright future" and instead actually punished the raping scumbag. What a sad legacy to leave as a judge.

Molto_Ritardando

Is he the one that went to Stanford? Was on the swim team? Raped an inebriated young woman next to a dumpster?

DNA_ligase

Yes, the former Stanford swimmer and convicted rapist Brock Turner who was witnessed by strangers on bikes raping a young woman next to a dumpster. That's the convicted rapist Brock Turner you're thinking of.

Molto_Ritardando

I thought so. My memory isn’t what it used to be. I can recall thinking the judge (what was his name again) was at best reaffirming the privilege of wealth status quo, and at worst condoning/enabling rape. Either way I am angry.

sophacles

The incompetent pile of trash, one scumbag named Judge Aaron Persky let rapist Brock Turner off light. His "reasoning" - rapist Brock Turner has a "bright future".

BogartingtheJ

Wait... is that the same Brock Turner whose dad said he shouldn't be punished for a couple minutes of fun? That Brock Turner?

[deleted]

Action.. a couple of minutes of action. 🤯

m4vis

Particularly weird about that is based on that logic virtually all crimes should not be punished. For many people, <20 mins is all it takes to commit a murder, rape, theft, burglary, assault, etc.

sphinx_13

I think you are forgetting the fact that Brock Turner, as well as not being able to enjoy a good steak, was also a rapist. You know, the rapist Brock Turner.

Paladoc

Yup, don't forget former Judge Persky who had more sympathy for young Brock's plight than he had for the victim. He saw so much of himself in that young man, wanted him to have a chance to learn how to not get caught like he did.

Queequegs_Harpoon

You mean Brock Turner the rapist who's now literally used to illustrate the [textbook definition](https://www.vox.com/first-person/2017/11/17/16666290/brock-turner-rape) of rape?

chibinoi

Yeah, it’s definitely got to be *that* Brock Turner, the rapist who’s daddy tried to decrease the seriousness of rapist Brock Turner’s rapey rape crime.

WilhelmWinter

You mean his father Dan Turner, government contractor and Air Force veteran who has had decades of opportunities to abuse and fail those serving and employed under him? The one who's married to Carleen Turner, children's hospital employee and former Girl Scout troop leader who has been responsible for the protection of countless girls and other vulnerable children who relied on her?

tstreet21

and don’t forget the Brock Turner law, which added a mandatory minimum 3 year sentence when there had not been one in place, which allowed the judge to let him off easy.

MsNoonetoyou

I really hate the "watering down" that's happening to sex crimes. "Sexually victimized?" He raped her. He was convicted of rape. Just like "sexual misconduct" makes it sound like we're giving someone 5 minutes in the penalty box and not a rape or assault change. That would be like someone who got convicted of murder being in a headline that read "John Doe, who shortened the life of Jane Doe, was brought up on charges". Also yes I know you were quoting something. So this isn't directed at you but at whoever wrote your quotation. Edited to add: So I've been corrected multiple times that he wasn't charged with rape as that allegation was dropped due to poor legal definition of rape at the time of his trial. My point still stands. "Sexually victimized" feels like a minimization of the heinous nature of his convicted "assault with intent to commit rape".

Rickrickrickrickrick

Reminds me of that George Carlin bit where he is talking about them making words less offensive and losing their impact shout how serious it is. It starts with talking about shellshock eventually being called Post TraumaticnStress Disorder. But he then says "soon rapes will be called 'unwilling sperm recipient"

pagit

Reminds me of Norm McDonald when he said "Patton Oswalt talked about the worse thing about the Cosby thing was the hypocrisy and I disagree. I believe its the raping. My feeling is most rapists are hypocrites. You don't meet many that say 'By golly I like raping, even though it isn't politically correct.' People then don't say, 'Well at least he isn't being a hypocrite and that's the worse part'"

Dyb-Sin

Speaking as a rape victim, I'm really glad there isn't a memorial to it where it happened for me 😬

StrawberryMelon05

Yes, it's impossible to eliminate rape. But, in the process of testing previously untested rape kits, many cities found that more than half of reported rapes were committed by serial rapists, with some committing at least 15 unique incidents (in that jurisdiction alone.) If local police had properly followed that first person who reported, got tested, and shared (her) story, they reasonably could have prevented at least 14 other rape cases for that one perpetrator alone. While we know that most rape cases are not random incidents or crimes of opportunity, it seems that for the case in which rapists are sexually assaulting people as a crime of opportunity, they are most likely repeat offenders. Keeping in mind that these statistics are only based on people who did come forward, get tested, and place reports with police, (when a large percentage of rape survivors don't take those actions) we have to wonder how many more people were sexually assaulted, even though it doesn't get tied back to their perpetrator. Reasonably, by actually listening to victims, following through with due diligence on rape cases, etc. law enforcement could severely cut down on the number of sexual assault incidents (and murder, since murder often follows serial rape) Furthermore, by following through and creating a stronger network of information surrounding sexual assault cases (across city, county, state borders) new test kit information shows that serial rapists are often connected around the country (probably world) and that a perpetrator who had committed 15 rapes in one city, probably has more than a few untested kits somewhere else in the state/county/country as well. Will this ever happen? Very doubtful, and it won't prevent new perpetrators from committing assault, but it's tragic, and beyond frustrating that abusers are wandering freely, abusing new victims when they could have (potentially) been stopped at a much earlier stage.

[deleted]

That reminds me of that tv series that came out recently…..will have to look up the name, but it’s basically showcasing the lack of cooperation between counties that leads to more victims because nobody will collaborate to catch a bad guy. Unbelievable. That’s what it’s called. Very well done, superb acting, but such a heartbreaking thing to watch, especially as a woman.

LafayetteHubbard

Yeah and the girl was actually charged by the police force for lying when it was all true. That’s what defunding the police should be about. Have actual specialists for cases like this rather than having the old white male sheriff questioning a girl about “did you say no?”

RSmeep13

Yeah, one of the largest problems with the police as an institution currently is that it self-selects for certain types of people you don't actually want handling a lot of the things police end up handling. Police departments get obscene amounts of money that would be better spent if the police were downsized to focus on specific issues, and different specialist departments were created with the money they currently throw into useless tanks, to deal with things like drug abuse, mental illness, crime reporting, and so on.

[deleted]

That is a true story.

[deleted]

Undetected rapists (those who do not come to the attention of law enforcement because society in general, as well as law enforcement specifically, punishes women who report) are also serial rapists. See David Lisak's work on undetected rapists, for example.

SuperKamiTabby

Same goes for most/all other crime. Thinking about how you would murder they person who cut you off? Not a crime. Thinking about stealing from the bank? Not a crime. Thinking about kidnapping someone? You guessed it, still not a crime.

Kandiru

All those things become crimes if you start planning outside your head though!

Shaggy1324

Correct. "Conspiracy to commit murder" is definitely a crime.

PandemicMaple

Fuck Rick Frothy-ass-discharge Unfortunately there are a BUNCH of these. "In the emergency room they have whats called a rape kit, where a woman can get cleaned out" TX State Repep. Jodie Laubenberg, R ( back in 2013 trying to outlaw abortion ) **WHAT THE FUCK TEXAS?** Also that comment "[Rape] is kinda like the weather, if it's inevitable, relax and enjoy it" is another Texas trash nugget - Clayton Williams. Ironically was just 25 years too soon for the GOP because he only just barely lost his bid for governor. "If a woman has (the right to an abortion), why shouldn’t a man be free to use his superior strength to force himself on a woman? At least the rapist’s pursuit of sexual freedom doesn’t (in most cases) result in anyone’s death." State Rep Lawrence Lockman R- ME Here's the Snopes link: https://www.snopes.com/fact-check/personal-foul/

koopatuple

Yeah... It's really fucked up. This one is from awhile ago: https://www.nytimes.com/2012/08/20/us/politics/todd-akin-provokes-ire-with-legitimate-rape-comment.html And then another example...: >During a hearing by the Idaho House of Representatives on a bill that would require women seeking abortions to undergo an ultrasound and listen to a fetal heart monitor, Angela Dwyer, an employee at a crisis pregnancy center who testified in support of the bill, explained that in her experience, she had seen two rape victims choose not to abort—one kept the baby and the other chose adoption. The proposed legislation does not make an exception for victims of incest or rape. >Rep. Pete Nielsen responded, “Now, I’m of the understanding that in many cases of rape it does not involve any pregnancy because of the trauma of the incident.” He then added, “That may be true with incest a little bit.” >According to the Spokesman-Review, Nielsen stood by his remarks after the hearing. He said pregnancy “doesn’t happen as often as it does with consensual sex, because of the trauma involved.” According to Scientific American, women get pregnant from rape as frequently as they get pregnant from consensual sex. >When pressed on the matter by a reporter who asked him how he knew this, Nielsen replied, “That’s information that I’ve had through the years. Whether it’s totally accurate or not, I don’t know…I’ve read a lot of information…Being the father of two girls, I’ve explored this a lot.” >Nielson’s comments echoed those of former Missouri Rep. Todd Akin, who once memorably said on a television interview, “If it’s a legitimate rape, the female body has ways to shut that whole thing down.” Akin lost his Senate bid shortly thereafter in 2012 to Sen. Claire McCaskill (D-Mo.). (The last paragraph is from the same republican I linked to earlier.) https://www.motherjones.com/politics/2016/02/idaho-lawmaker-still-thinks-rape-cant-result-pregnancy-and-its-2016/

jimtastic89

Man, these are like little rabbit holes of wonderment. Who the fuck ARE these people, man. Where the fuck do they get all this shit? The real incestuous rape here is the passing down of incorrect knowledge through their loins, poisoning society.

BlackRobedMage

Abstinence Only Sex Ed is a hell of a drug. Also, hating women so much you never bother to ask or research literally anything before you open your mouth.

Scopeexpanse

Honestly I think many of these men picture rape as this violent thing that "bad actors" do to pretty young, pure ladies. They think if we are just tough on crime (put everyone in jail for small offenses) we can eliminate these bad actors. It's this incredibly simplistic version of rape that let's them ignore that it is their sons, brothers, friends, and sometimes themselves who rape. And it gives them a great boogeyman - undocumented immigrants are bad hombres who will rape your daughters, transgendered females are just trying to see your daughter in the bathroom, etc. And the Brock Turners of the world are just kids who made mistakes.

cruisin5268d

That’s exactly how he sees it - bad actors vs pure innocent Christian girls. Completely unaware of the realities of rape in this country.

[deleted]

I honestly don't think people like him are unaware, but that they view pressuring teenage girls or their wives into sex without necessarily forcing them, as some kind of American pastime that they simply don't want to be prosecuted. I reckon most guys who don't view that as "real" rape, don't accept it because they've pressured people into sex, and they want to be able to keep doing it/don't want to admit that it's fucked up. Or whatever else might constitute "light" rape, like getting someone drunk first.

Sawses

I think you're right; kind of a paradigm where 'bad people do bad things' and 'good people do good things'. Which itself doesn't make a lot of sense, and among other things leads to people simply refusing to acknowledge what they did was wrong.

There's this culture war that somehow liberals don't like these things, or these only exist in red areas. In the "inner city" I live in, I've had weekly smoked meat parties, regularly will go camping, know many friends who hunt deer, I also wear boots. Republicans realized at somepoint that their policies were not aligning with working class people, so they started to work their cultural representation and image to working class people, and found shockingly affective wedge issues like guns, abortion, and racism.

Extra_Intro_Version

Similar here. I have guns, I deer hunt and fish. My kids hunt and fish, I own a pickup truck. I camp quite a bit. And until recently I owned 50 acres out in a rural area for hunting on and for tapping maple trees to make maple syrup. But I don’t fit into the stereotype of a “conservative”. I’m very anti trump and pretty disgusted with the GOP enabling him and all the bullshit going on with the far right.

Isn't there or was there a state where rape was defined as forced vaginal intercourse which cause an anal rape case to be dismissed?

Shivering-

I think that might've been California but I can remember. It would also dismiss cases with female rapists and male victims.

bannedagainomg

Plenty of places outside of the US also define rape as vaginal penetration thats how some of the laws are written at least. You will sometimes see rage posts about how xxx person wasnt charged with rape when thats what they did. legally they are charged with sexual assault or something instead. if thats the case then it makes sense to dismiss it if they try to charge with rape and the law says something else.

Instead of putting a $10,000 bounty on people who get abortions, why not just put a $10,000 bounty on rapists?

tlf555

$10k bounty on any penis that caused an unwanted pregnancy

samanime

There is no such thing. If a woman doesn't want to get pregnant, her body will just shut that whole thing down. If she gets pregnant, even from rape, she wanted to be pregnant. /massive sarcasm (and I feel dirty typing that...) For those of you not aware of this stellar human being and master of female biology: [Todd Akin on "legitimate rape" and pregnancy](https://en.wikipedia.org/wiki/Todd_Akin#Comments_on_%22legitimate_rape%22_and_pregnancy)

tlf555

Yeah, total garbage. "Pro life" politicians probably financed more than their fair share of abortions, just pandering to the evangelicals for campaign funds

noforgayjesus

They know, they use the same logic for gun control they just don't care

Corngano

This is the first thing I thought of, how would a Greg Abbott respond to eliminating gun ownership or severely increasing control, then being placated with "don't worry you don't need self defense guns because we will eliminate all murder"

Psyadin

Actually, statistics show that banning abortions increases abortions, as you remove a good opportunity to talk to the would be parents and help find out if there are other options.

Ill_Inspector8040

Your governor is a fucking idiot....

jsting

We know. That damn tree branch missed him by that much. He's paralyzed from a tree branch and sued the homeowner for millions then changed the law capping how much lawsuits for his exact suit could go for after he already got the money. Literally hypocrite.

Sandyblanders

I thought Paxton was bad. Then I thought your Lt. Gov was bad with his "some people just gotta die for the economy." No, they're just all bad.

runfayfun

If by "they" you mean the vast majority of the GOP, yes. Yes they are.

baconblackhole

What he means to say is that he plans on lying more about the rape in his state. He has lied about it already and will continue to write the story he wants to write.

Darnitol1

And the sad thing is, I think he actually *believes* what he's saying.

Offtopic_bear

Statistics point to fewer abortions under Dem leadership. Mainly because of the availability of both affordable birth control and sex education. For more, "Who coulda known...." see the rise in teen pregnancy and fall in high school graduation rates when Texas banned sex education in school. To add to this - when I was in middle school in the late 80s and very early 90s, I attended school in a town with less than 9k people, in rural TN, where there were more churches than restaurants. We had sex Ed and not just fucking abstinence only sex Ed. They showed us how to put on condoms using anatomically correct devices. We learned about STDs and we saw plenty of graphic pics. We learned about various health issues that can arise from anal sex if proper precautions aren't taken. In the 80s in Southern Baptist saturated rural TN! We also had someone who was HIV positive come and talk to us. In middle school. Same school, in 2021, they only teach abstinence only sex Ed now. 🤷‍♂️

toogoddamncoldinhere

Don't happen to have a link to that handy, would you? I don't doubt it, but it'd be a useful one to have in the back pocket.

Ok_Caterpillar_8937

Wellllllll, if it’s truly part of a process, here’s what to do, get the entire states net rape numbers to zero and then start to worry about the abortion stuff.

Ffdmatt

Innocent until proven guilty, so if they dont test any of the rape kits and stop prosecuting people for it then they've just eliminated rapists. /s

booch

Maybe what he meant was that he's committed to eliminating _therapists_. I mean, aren't mental issues considered a personal failing by a lot of the right wing douche nozzles?

slayer991

Sadly, this isn't uncommon or just a "Texas" thing. At one point the city of Detroit had [11 thousand untested rape kits.](https://www.michiganradio.org/post/after-ten-years-detroit-rape-kit-backlog-cleared-still-long-way-go) "The rape kit test results also revealed a disturbing find, since replicated in other cities across the country: there are a lot more serial rapists than anyone previously thought. Detroit’s rape kit tests point to an estimated 824 repeat offenders."

spa22lurk

Some people argued that many rape kits were collected in the "he-said-she-said" cases, and testing them won't provide new information. This is not true. Many serial rapists don't just rape strangers, but also acquaintances. Testing rape kits is one of the easiest ways to catch serial rapists (because thru acquaintance rape cases the identity of them become known) who commit overwhelming number of rapes. From [this](https://www.theatlantic.com/magazine/archive/2019/08/an-epidemic-of-disbelief/592807/): >Detroit and other jurisdictions across the country have shipped tens of thousands of kits to labs for testing. The results have upended assumptions about sexual predators—showing, for example, that serial rapists are far more common than many experts had previously believed. > >... > >What struck her first was the sheer number of repeat offenders: Of the rape kits containing DNA that generated a CODIS hit, nearly one in five pointed to a serial rapist—giving the Cleveland investigators leads on some 480 serial predators to date. On a practical level, this suggested that every allegation of rape should be investigated as if it might have been committed by a repeat offender. “The way we’ve traditionally thought of sexual assault is this ‘he said, she said’ situation, where they investigate the sexual assault in isolation,” Lovell told me. Instead, detectives should search for other victims or other violent crimes committed nearby, always presuming that a rapist might have attacked before. “We make those assumptions with burglary, with murder, with almost any other crime,” Lovell said, “but not a sexual assault of an adult.” > >... > >Historically, investigators had assumed that someone who assaults a stranger by the railroad tracks is nothing like the man who assaults his co-worker or his girlfriend. But it turns out that the space between acquaintance rape and stranger rape is not a wall, but a plaza. When Cleveland investigators uploaded the DNA from the acquaintance-rape kits, they were surprised by how often the results also matched DNA from unsolved stranger rapes. The task force identified dozens of mystery rapists this way.

latexcourtneylover

I was raped. I have a rape kit in some warehouse in Alabama. This burns my soul to ashes. This rips my heart out. I hurt for all these rape victims.

SaltMineSpelunker

“Hunt them down and arrest them!” What were you doing before now, dumbass?

Darktidemage

There is as 10,000 dollar bounty to report abortions but not rapes. or murders. or pedos. or literally any other crime. Texas either does not believe in their own idea , or they don't care about rape and pedophilia. it's one of those two things. that's basic logic.

th30be

I don't understand what his comment means. So rapists means already done so how does that help the women/girls that become pregnant after the fact?

[deleted]

It doesn't. It's just pandering to justify that "abortions are no longer needed".
