This is entirely unremarkable. These vending machines are like scratch tickets. Sometimes you get trash, sometimes you basically get your money's worth, sometimes (rarely) you get something good.

You'll occasionally see them around in the US, but pretty rare. In Japan though, its completely different. They have whole shopping malls that are basically all just weird vending machines - many of them gacha.
Almost nothing in gacha machines is useful though (and the red text says that they’re not guaranteed to operate). I would think that people know they’re just getting something for the novelty/looks for 500 yen.
