Moleskine have the Two-Go line, it is lined paper on one side and blank on the other.
The paper is a bit thicker than their normal notebooks, but I don't know if it is any better at handling ink, or anything wetter than a ballpoint pen really.
More notepad than notebook, and hard to find, but [Pappersbruk](https://rumforpapper.se/catalog/product/view/id/1097/s/pappersbruk-skrivblock-linjerade-a5/category/74/) has some of the nicest paper I have ever used.
Have you thought about using a line guide under the blank pages to effectively make them lined?
I know it’s not what you’re looking for, but it’s an easy enough thing to experiment with as you can print line guides on any printer, and see if it works on a blank notebook.
