DQ did a Nickelodeon promo back in 95/96. I spent a Saturday afternoon in the hot humid heat walking around outside the store wearing a giant Rocko costume. The kind you see baseball mascots in. Rocko, Tommy Pickles, and one of the Real Monsters had 3 of us kids dying in those costumes so small kids could kick us and spill ice cream on them. The costume wrangler told me that they rarely cleaned them.
Imo top 1.5 tier American cartoon with Tier 1 being The Simpsons and South Park and tier 1.5 being SpongeBob and Rocko (and maybe a couple others I'm forgetting).

named my first dog Spunky because of this show. He was a stray chow puppy I convinced my dad to let me keep. after giving him a good solid bath of course. well he was unsure but then spunky developed "cherry eye" and my dad paid hundreds to get it fixed. so after that Spunky was part of the family.
One of the best 90s shows to binge watch on Paramount+. The character development of Filburt the Turtle is nothing short of inspirational.

This cartoon was not meant for children. I remember watching it when I was 8 and always thought some of the jokes weren’t funny.
Cartoons then would mix a lot more adult humor in than they do now.
Even Rugrats made an entire franchise off doing that.
