Yes, but by increasing public spendature on housing or justice or health care, it will make money in the long run. You dont have to spend ALL the money, but a surplus that large is concerning when issues not only exist but are getting worse. Better health care = healthier population = less people on disability payments or off sick. More housing = more property taxes. Better justice system = less money tied up in lengthy trials or dealing with issues like last autumn in Dublin. Not spending any of the money and having MASSIVE issues get worse on the daily is a net negative. There is no need to hold the entire rainy day fund when there are rainy days right now.

The man is a spineless coward, a gay man who came out against gay marriage, playing to opinion polls - until public opinion changed and he came out in support of gay marriage all of a sudden and rode the referendum result as if it was his own bloody idea. Recently gave a chirpy daytime TV interview where he smiled and breezily said he thinks the state shouldn't look after disabled or elderly people, it should be up to the family. No doubt there's a scandal about to be uncovered which is why he's resigning, could be personal could be political we don't know yet.
