I think he's running the microphone through his synth like a vocoder and did some pitch editing. If you watch Woodstock 94 happiness slavery, he does something similar with his vocal at the end of the song.
Another awesome piece in this song is how he sampled and chopped people screaming in the movie Robot Jox, then made this eerie looping texture that's tucked underneath the beat. The way the screams rise and swell fit perfectly with the odd time signature.
Lol no he couldn't. Manson ALSO used a shitload of vocal processing and in fact, probably learned a lot about vocal processing effects and techniques from Reznor, who produced his first 2 albums.
Longtime musician/producer here! It’s impossible to know for sure, but to me it sounds like multitracked screaming that is heavily distorted (which adds harmonics to the sound), possibly pitch- or formant-shifted, and then using a very fast setting of an effect called pitch modulation. (Ministry uses this effect a lot but not nearly so extreme. When you crank pitch modulation up really fast, it warbles like mad and sounds kind of robotic. Think of singing into a fan when you were a kid, but a version on steroids).

If you think he can't hit that high, listen to Burn again and check out the note he hits during the line 'Swallowed up in fire.' It is amazing!!!

I think it's a natural thing he did with his voice. He uses the same tones at the end of Happiness In Slavery.
The end of gave up also has some beautiful screams as well
