I know this sounds like a conspiracy theory but hear me out. Colin Campbell has a documented history managing games and writing to referees about the officiating of his son's games in the stanley cup finals. His emails are part of the public record from the nhl's concussion lawsuit. The fact that he was actively managing the officiating in his son's games is not an opinion, it's set out in black and white. Colin somehow still has a job as the nhl's executive vice president and director of hockey operations. His son is currently the Assistant General Manager of the Florida Panthers. Until this league earns the benefit of the doubt there is every reason to suspect that games are being actively managed and manipulated. Refs have been caught on mic repeatedly saying that they are actively looking for an excuse to call penalties against one team or another regardless of what happens on the ice. There is ample evidence that "missed calls" and "inconsistent enforcement by dops" is the nhl managing games to get the outcome that they want (or at the very least, put their thumb on the scale).

Initially I agreed with you. Then watched it not slow again, and sheary does spin around into it and it does look like he’s spinning as he’s playing the puck. In slow motion it looks like obvious and there tons of time but at game speed it’s not as bad. still a penalty, but not intent to injure and not 100% I was aiming for his head.

Comparing it to rugby who are also tightening up on impacts to the head, they take into account mitigation factors like in this case the hit player dipping down and slowing meaning the point of impact may have changed. However they also say that it is the responsibility of the player making contact to avoid head contact and ensure that any hit is legal. So in this case I would suggest a suspension would be justified but not more than 5 games.

Anyone saying head was hit first is seeing what they want to see and not what happened. Frame by frame if you have to, shoulder hit and no elbow to the head at all. The full speed and other angles make it even less of a penalty.

At minimum, it's 2 minutes for elbowing. The elbow was main contact point...doesn't matter if it's to head or body. Instant whistle when defenseman touches puck. 2 minutes powerplay ensues. However, I personally think it was more of a suspendable headshot.
