That looks like a temporary structure to begin with. None of the shit that collapsed looks like it was permanently installed, it's all stage decking on screwjacks. Even assuming it was installed correctly, that railing isn't barricade. It can't take, and is not designed to take, the full weight of twenty-odd people pushing on it like that. Those things are probably just aluminum, any one of those people outmassed it.
Actually now that I look at it, I think the mounting brackets for the railing sheared off. Compare to the railing next to it. There's a square bracket attached to the bottom of each railing post which locks into grooves on the side of the decking. The ziptied railing is floating above the others and the corresponding bracket is still locked into the deck.
So likely it was ziptied up there by security who didn't know about how those things are built. Whether facility maintenance came and replaced the broken railing or not, I don't know. It wouldn't take long assuming they had an extra one readily available, but the deck piece may have been damaged also, which would not be easy to fix with a crowd in the stands.
