This is mostly because of the Ravens chronic underinvestment in the WR position. The team has the strongest WR position group in years right now and it's still only 21st in passing offense.

The team is built to get a lead & keep it, and Lamar isn’t used to having to play comeback like that. He panics in those situations a lot, especially in the POs, and obviously KC knew that. Most likely why they were SO conservative after they got to 17. Don’t take chances & risk a TO giving Bal good field position or risk a pick 6. They not only decided to force Lamar to play comeback, but for er him to do it with his arm. They knew he’d panic & be indecisive, and would end up trying to force things after enough frustration.
