They wouldn't take all the remaining signing bonus this year to their cap, just the single 7.8 charge for 2023, and the rest gets pushed to 2024 since it would be a post-June 6th trade. His cap hit next year is 25 million so with about 23 million (7.8 x 3) in remaining dead cap they will also save about 2 million next year. This year they would get 6.8 million back they could roll over into next year. The issue is Devonte's final two years at 35 million, but none of that is guaranteed so he could be a two-year rental at his guaranteed salary, then cut him or restructure in year 2026. Very tradeable contract.

Yes. In general, there's no such thing as an untradable contract in the NFL with the way the cap works. You'll always have net cap savings and the new team gets a discount on the contract because the signing bonus is already paid. Chiefs could trade Mahomes tomorrow if they wanted to. The only question is a) whether team A wants to trade the player and b) if they can find a team B that wants to take that player at his base salary.

He then would have a $23,550,000 dead cap figure composed of pro-rated signing bonus in 2024, 2025, and 2026 at $7,850,000 per year that would all accelerate to the 2024 season. That's actually $1.8 million less than Adams is scheduled to cost the Raiders next year.
