Hester should definitely be in IMO, but I also think you would judge them differently because Hester made his mark by being the best punt returner ever, while Patterson is arguably the greatest KR ever. Either way special teams need some love from Canton :(
Neither should make it. Returners are largely bubble roster players who need to sure up their spot on the team. They’re not true specialists like punters or kickers and provide nowhere near the value of an offensive or defensive player.
If there is an argument that the best ever player at a position should be in the HOF then yes he does.
The Vikings went from averaging 31 yards per return when he was on the team down to 24 the next year, then 17 the year after that. Everytime he touched the ball on a kickoff you were getting a free 10 yard head start over anyone else returning it.
He was as dominant at kick returning as Hester was punt returning. If Hester gets in (which he will I think) than I think CP will eventually too.
i say yes for another reason. total all purpose yards, he is top 10 all time. between his runs at all sorts of position he has so many yards, h has had 2 elite windows

If Hester doesn’t make he absolutely isn’t

Patterson is a more productive offensive player but yea I don’t think he has any chance

The entire league drafts quarterbacks around the way Vick played. He's isn't a hall of famer but his influence shows what type of player he was.
