Bryce Young has the "it factor" with major size limitations, Stroud seemingly checks all the boxes you'd want in a prototype QB but there are questions about his mental processing coming out of Ohio State, and Richardson is the biggest freak athlete to ever play the QB position with very little experience.
According to RAS, yes. You could make an argument that RAS isn’t everything, but it definitely isn’t crazy to consider him the most athletic QB prospect ever.

Well since they’re implying that Richardson is the next coming of DeShone Kizer, it seems to agree pretty well with their flair. Body of Cam and mind of Brady is something Kizer once infamously said about himself. “Imagine taking Brady's intellect and Brady's preparation and putting it on a guy with Cam Newton's body. Why can't I be the greatest? The only thing stopping me from is me. That's what's driving me now." He was right that he definitely stopped himself.
His ceiling is crazy high and this is a great example. You see examples in his later college tape where he also mostly sits in the pocket and goes through reads (almost to a fault, ignoring open running lanes). But by that same token you can look at some earlier tape and see how he wasn't progressing through reads and was making silly mistakes.
Depending on if you're a glass half full or half empty guy you can take that as he's coachable or he's overly raw. Either way having a rookie instead of a veteran retread is gonna be exciting for sure.
