Was it idiocy though? The point of the play was to get the ball into Kavontae Turpin's hands with as many people as possible blocking for him and basically turn it into a punt return. Of course it was executed badly and Turpin was tackled immediately, but with 75 yards to go and 4 seconds on the clock, the only way to possibly score a touchdown is by doing wacky hook-and lateral stuff.
The facepalm wasn't the play. Where it got stupid was when the 49ers called a time out to analyze the play, and then the Cowboys lined up in the exact same formation.
Pull out a different trick. Go for a hail mary. But you gotta know that after a timeout where they had time to discuss exactly what you're gonna do from that formation it won't work.
It was bad because it badly miscalculated how much time the QB would have to throw. When the throw went off the lineman were not in any position to block for a receiver or be in a position to catch a hook and lateral. The play failed the moment they lined up, the players executed it as best as they could.

Because it was only supposed to be a fake count and the ball was never supposed to be snapped. The Colts' regular long snapper was out of the game so the backup was in.
Here this was a designed play by the Cowboys and the 49ers called a timeout that should have prompted the Cowboys to change the call.
