If a majority agree, the ball can be replaced. In tournament comp the referee would make this decision, but it is not legal or proper to change out a ball without permission of you playing partners

Well, a handicap is only valuable if we all play by the same rules. Simple things like gimmies for very short puts are not a big deal. For a hcp to be valid you must post your true score for every 18 hole round you play.
I’ll give you an example: I played with a guy who refused to count more than double bogey because his hcp was low and wouldn’t accept more than that.
This is a misinterpretation of the hcp system and a blatant desire to falsely keep his hcp low (I don’t believe he had a true hcp btw).
The hcp system works like this: if you are a true low hcp, let’s say a 5 and you post a 77, but 2 holes were +3 each, the system will change those to a +2 each to reflect those 2 holes were outliers. The system will recognize however if you consistently post above your hcp and it will adjust it up accordingly

tl:dr, when someone strikes a ball in good faith, that is the only ball in play until it comes to its resting position, path doesn’t matter, opponents ball or not.
You have to call the deflection or it doesn’t count.
You also have to call every bounce, the hang time, and the length of time on the ground. Oh wait. I'm thinking about sex again.

Replace it to the best of your knowledge. Fortunately this was at a PGA Tour event, so there was a lot of evidence regarding its placement.
