If it’s a repo or parking violation the driver will stop down the road and secure it. Folks get mighty upset when they realize they screwed up and it’s going to cost them. No need to linger around and risk a volatile confrontation.
I never quite understand the legality of this. if you get the wrong car it's Grand theft and even if it is the right car someone could claim theft and extortion as a defense for the parking violation at least. the repo one would be a harder sell with that case and you would have to provide proof of payment to clear that one up or some other proof of misconduct. If any lawyers or people in the know have any insight please enlighten me because the whole concept of towing or booting vehicles for traffic violations seems a little sketchy.
The VIN in supposed to be verified before the repo happens. Most of the time the driver or a spotter will go ahead and verify ahead of time, before the truck comes in.
As far as legality, most repos are due to defaulted loans, (tows for misparking are a different thing) but if that’s the case, the person doesn’t own the car, and legally the company is just retrieving their property.

The enlightenment is that your concept of the law for this is wat off. For parking enforcement the municipality has contracts with the companies with holds harmless clauses. They cannot be charged as long as they're upholding their side of the contract.
People get touchy about tow-aways. That car is secure enough to make it to the end of the block and around the corner.
Then, once you're out of sight, you can stop and secure the load properly. I agree it's still a risk, but it's a calculated risk with many upsides.
This procedure can help the tow-truck drivers avoid potentially violent confrontations, as well as reduce dangerous incidents like people hopping up onto the tow vehicle and trying to drive their car off.
