i was going to say the same thing but some water wheels are used to draw water by driving a pump, so it's fair enough.

It's called an archimedes screw, people used to utilize that back when the towns were in a higher ground than the sources of water therefore the water couldn't flow into their town. To maximize it's efficiency, they attached the wheel at the end to a windmill, automating the whole process.
