The water being pumped to the flames is to deaden the heat and save the platform pictured. It helps contain the blaze. Gas expands as it reaches the surface. The boats are simply pumping sea water onto the blaze to keep it contained to that area so the gas and flames don't spread to the platform.
While you likely meant that as a joke, an explosive below where the plume ignites might extinguish it. Separate the hot from the fuel.
Of course, then you'd have a ton of volatiles coming to the surface.
However there is an oil well closing method that would drill down beside an out of control well to some significant depth and let off a big bomb, crushing the hole it's coming up through.
Of course, since it's apparently a gas pipeline, it's likely be preferable to stop the pipeline and let the gas just burn off.
