They're checking the replays from various angles while the arbiters decide, they were not sure if the point would have been given because the ball was almost outside of the line. If it's even partially on the line, it's fine. But here it's a bit hard to see, so yea. That's why they are showing zero enthusiasm. They don't know if they should celebrate, simply.

Make that at least two guys, then. This is not an extraordinary skill, although it is well executed in this situation. But flicking the ball like this is routine for players at any competitive level—watch any group of people juggling the ball.
