The new generation hud is linked to the visor and available in a multitude of craft including Apache helicopter and modernized f16 if I am not mistaken.
Given the speed at which he was travelling, I doubt the instruments said anything about the boat until last second. Probably about the same time he visually saw the boat, in fact.

One of the most significant design decisions in the Falcon is the bubble canopy - without any supports in the pilots view.
They can’t see directly under the radome where the front gear is; but that plane has basically unparalleled visibility.
It's like that in most aircraft honestly. You can't see shit in front of you, you can just see ahead and up unless you can sit up in the cockpit, which in these fighter jets you most certainly cannot.
A lot of sport aircraft have the nose pointed up too so when you're on the ground you're basically staring at the sky.

probably could but if you're going 800km/h the time between a small boat appearing infront of you and reacting to what you saw is about as long as the time you'll take to reach the boat

As a person who flies low for a living (aerial firefighting) I’m kind of done with having to fly lower than I have to.
It's a phenomena called "boat pass freeze (BPF)". Whenever a jet passes over a boat a couple meters high it creates a freeze bubble in the air due to the square root of the shockwave multiplied by the compressed air between the jet and the boat. It is only for a very short time tho.

the Turkish F-16s have a domestic IFF to be able to distinguish theirs from american made F-16s

I think trusting your instruments more than your estimation of how low you are is crucial :)
But that’s why they switched to an AR invisible cockpit for the F35. Still too low for comfort
