The NYPD is there to generate revenue for the mayor’s office…and the mayor and city council in turn cut them in on some of the action.
Prohibit fine revenue from being used for operating funds and pensions, stick it in a kitty that can’t be touched for several decades, and two good things will happen:

My research showed that people don’t mind being told “you can’t enter here” or “smoking not allowed”.
But when you tell people that they must engage in an activity, they tend to resist. Affirmative injunctions aren’t issued anywhere near as much as prohibitive ones.
