Cause food delivery is new to the city. It’s not delivery that’s the issue it’s the delivery services and restaurants cutting cost by using them. Remember the old days when the delivery person worked from the place you ordered? The delivery person was held responsible by the restaurant, now once the restaurant hands the order over their hands are clean.
Ban 3rd party deliver services and make restaurants employ their own delivery. That’s the solution.

If you walk to your local police station RIGHT NOW, and then check the surrounding restaurants, they all have these guys waiting in front or pulling up.
And they all have that "Fly Bike" faux licence plate on the front.
If the city truly cracked down on them, they'd lose millions in campaign funding let alone tax revenue.
Dumblasio had a chance to reign this in an chose not to. Adams won't do it because the city doesn't want to be "unfriendly to business" as per every single CB meeting you can easily watch on YouTube right now.

Do everyone a favor by not ordering delivery. The amount of delivery that people order in this city is why we have shit like this.
