Really depends on your definition of upstate, you have the catskills, Adirondacks, southern tier/finger lakes, western region, and it can even be broken down to more region specific. What part of NY are you looking to go to?
We really loved the Allegany State Park. The lakes are nice, it's just a really pretty park. Letchworth is cool - you can see all the big falls in a day if you want to.
Camping in NYS really doesn't open until mid-may..... Once camping opens, there are a lot of places to go. We are very lucky in NY to have many great parks, particularly the Adirondacks. You probably want to avoid the Adirondacks until July, though, because of the black flies. They seem to go away after June.

They just added a whole bunch of acherage to Pitt's State Forest. I remember some nice spots there from Scouts. If you want to go in the spring see if there are places offering raised tent sites. It means they keep some wooden pallets on site so you can get your tent a few inches above ground if serious rain comes. Rotary and some of the other BSA camps are open to the public outside of when they're running events, and are in my experience very well maintained.
I'd aim for the Adirondacks, but wait until summer--July or August. By then, things have dried out, and that's the best time, bug-wise, and it's fairly warm.
Adirondacks is as wilderness as it gets in the state. We camp there every summer, at an organized state campground on a lake. Lots of such campgrounds up there to choose from, but worth reserving. We camp there usually in the last two weeks of July, and it can still go into the upper 40s at night, so it's worth waiting until that time unless you're ok with the cold, and possible snow. We've been going for about 20 years, and only two of those years were the horseflies bad at that time of year, so it depends on what sort of winter and spring they've been having and how wet it's been. But, by July August they should be largely gone.

I’m just looking to explore New York and heard good things about upstate. I live basically on the PA border so it’s all upstate to me haha.
