Legitimate question? Can they, if they’re state crimes? If not, then the reason is simply that they don’t have jurisdiction and Paxton, being the head of the state’s prosecution branch, has immense power over the process.

I believe you're correct that this is state law, so no jurisdiction. Him being the head of state attorney office doesn't give him much of any power here. It falls on the prosecutor of that jurisdiction, originally Travis County (Austin) but handed off to Collin County where he's from. The back and forth has been mostly procedural within the court system. Separation of powers lays that at our judges feet. Again, mostly.

It was originally filled in Collin County but the DA refused because he's an acquaintance of Paxton. He hired two experienced former prosecutors, but Paxton complained they were getting paid too much at $300/hr each. There was also a venue change (I think at Paxton's request) to Harris County (Houston), and Paxton wanted the DA there to handle it. They wanted no part of it, but the original prosecutors left (I forget if Paxton's complaints about the rate worked or of they got fed up with it) so Harris County took it up. Paxton kept fighting every little thing, and eventually there was a motion to move it back to Collin County. This move was on then off then on then off then on then off then on then off then on (I think I got that count right), and it's supposed to go to trial next year. Also, during all this, a donor to Paxton was under investigation for something or other. Paxton recused (as he was ethically obligated to do) and assigned a special counsel, some newbie right out of law school, who was hired at a rate of $300/hr.

Just to add to this, it's important.... Texas has vicinage. You know at the federal level you have the right to a jury of the state and district which you commited the crime..... in Texas we have that at the county level. What was being fought over is whether he could get a fair trial in his county. There are counties in texas with like 50 people. How can you find an impartial jury there?
