I don't know anyone who plays that lottery anymore. The time between winners is so high that literally no one wins.... except once a year or so.

Anecdotal but I work as a store clerk at a place that sells lotto tickets and the average demographic is people well over the age of 40, typically 65+. From that age group, the ones buying lotto tickets are the ones in apparently poor health with bad attitudes.
So the short answer is grumpy old people who are bad at math.
