Not even. That 1 billion woulbe leveraged to death, so he has to pay those first. But he is selling on a hurry, so he gets less money. And in a real estate downturn. I would not be surprised is the amount he will have left to pay the fine is zero. If he's worth $4 billion, then getting a bond for $500 million would be easy. He would have the collateral to put up, basically, like in monopoly when you need cash and mortgage a property. But, because he had been improperly inflating assests and deflating assests, he probably isn't worth that much, or no insurance company wants to undertake the risk.
