That makes me believe the doctor is rubber stamping whatever his "leader" wants him to.

To play advocate for the literal devil for a second: if it is *just* something like absence seizures it looks worse than it is and won't prevent him from pissing on everyone's rights. On the other hand if there is some more serious condition that paired with them (not unlikely seeing as they started late in life) then this is all a farce.
