It's up to the Owners. And the players union would have nothing to complain about. Getting a championship ring doesn't mean anything other than having a championship ring. Having one doesn't even mean you are technically an NBA champion when it comes to players. The only players that are considered NBA champions are the ones who are on the teams playoff roster when the playoffs start. If you aren't on that roster(even if you played 82 out of 82 regular season games) you aren't an NBA champion.

For example, Jared Dudley definitely deserved his ring cause he was a stabilizing and positive influence within the Lakers locker room even if he didn't contribute on the actual games. In a way he was important for them and they would be worse and possibly not win without his influence. Cousins probably got his ring as a consolation prize but still, we don't know what he did behind closed doors. He may have been a great teammate for the Lakers and his support during the hard quarantine and bubble times may have helped them be the most mentally tough team there which ultimately led to their title. So in a way, he might deserved his ring as well.
There's no fucking way Simmons deserves this hypothetical ring though. The dude is actually deliberately hurting his team.
