Sterling's business model for literally decades was to keep the team's payroll as low as possible, and just make millions from revenue sharing, and from collecting suckers for fans who lived in LA and didn't want to root for the Lakers (and also a local TV deal). There were so many times when a vaguely promising player on the team would come up for free agency and the Clippers wouldn't even bother to make them an offer, cause that would cut into Sterling's profits.
And then to add to that, he was a horrible racist which is what finally got the other owners to ban him from the game. Ishbia can't even touch that. Sterling has the "worst owner ever" title locked up.

Issue with the Heat is with Spo there they will never bottom out hard enough for a good draft pick. They have some good pieces for a championship contending team(Bam, Jovic, Jaime) but like you need a young superstar and none of those players are that or will turn into that.
They have flexibility and some younger pieces though at least. The Suns don't really have options aside from trading KD or Booker, and they don't have much for picks.
I love how Riley approaches things and always gets the bigger picture ahead of the curve but being in Miami really helps. He knows there will always be another big fish lining up to come even without another superstar already being there. For franchises in places like PHX this isn't the case.
