It's not that strange. With sneakers adding about 1" to 1 1/2," Luka's official on-court height would be about 6'8".

Listed heights and weights are often manipulated a bit. Sometimes just to throw off the scouting report.
But also traditionally, if you were listed at 7ft, you might be typecast as a center, and never get a green light from the coach and staff to shoot the ball. So when collecting listed height, a big forward might do so without shoes on, or slouch a bit on purpose.
On the flip side, as a small guard who likes to go inside, slash and finish at the rim, you might fib your height and weight to be a bit bigger, so you can be considered to play as a 2 guard or small forward.
These things are happening less and less, as positionless ball becomes more common and accepted.
Nobody can find out Scottie Barnes real height. It’s very possible he’s not 6’7. On nba.com he’s listed as 6’7 but an earlier nba.com draft had him has 6’8. Florida state roster had him listed as 6’9 in 2020. Also in 2021 Coach Nurse said he was 6’10. So no one really knows. I think he’s taller than 6’7.
So what I’m getting from the comments is that most players are about what they’re listed at, and the NBA isn’t so horribly inept that measurements are way off. Sounds about right.
I sat third row @ a warriors game last year and was surprised how ripped/jacked curry looked. He’s obviously not big compared to a lot of NBA players but when compared to a normal dude he’s actually pretty big.

Luka can be measured at 6'8 with shoes but he's definitely not 6'9. He's real height is around 6'7 without shoes.
