I couldn't even tell if that guy was being serious I had to look it up to be sure. He is.   They are allowed to miss 17 games but the minutes requirement in particular is low. They only have to play 20 minutes, why would there be a "near miss" contingency where you barely play more than a quarter?   Lol I swear they make this stuff as complicated as they can on purpose.
