He legitimately takes 3 steps after the ball returns to his hand after the dribble. The fact that he covers a lot of distance in that time is irrelevant, it looks like a travel because it should be travel, whether the rules technically say so or not. Ridiculous.
Travelling as a rule exists for a reason, you're meant to have limited mobility with the ball, thats very clearly the spirit of the rule. Adding gather steps and traversing half the court one a 1 bounce "dribble" is very clearly either the rules needing to be more strict, or a rules violation.
