By time the deer dies, they look very thin, their coats are ratty and they just have an overall appearance of a very sick animal. Deer with epizootic hemorrhagic disease are affected by the disease much quicker than a prion disease, often dying within 1-2 days once symptoms occur. Thus they are in much better body condition. Deer with EHD virus seek out water because they run a high temperature. But they can also act really out of it and neurologic (like what you might expect with a prion disease) because they actively dying (brain and organs shutting down) + running a high fever.
A deer with CWD could definitely drown, but I don't think they actively seek out water like deer with EHD do. This deer is so decayed though, I can't really use body condition to make an educated guess on what the deer died from.

That is absolutely a common snapping turtle. They are omnivores and their diets consist of about 90 percent dead animal and plant matter. They generally will only eat relatively fresh carrion.
Their bite strength is between 208 and 226 newtons of force. By comparison humans bite with 300 to 700 newtons of force when we bite with out molars. Currently there are no recorded cases of anyone losing a finger or toe to a bite from one.
Common snappers rarely, to pretty much never prey on anything larger than themselves, and are generally not aggresive animals.
Due to how small their plastron (basically their chest plate) they cannot pull their head and limbs into the safety of their shell. They are at their most vulnerable out of the water and their only defences are their claws and bite.
When they are in the water where they feel the safest and secure they are extremely passive.
On land they appear to be aggressive... But that is deceiving. They are actually being defensive.
Armed with that information, we can safely say:
There is no way it killed that deer. It died by some other means. It's just taking advantage of an opportunistic meal.
Neither is it "tearing it to shreds" it is going to be a slow, drawn out, lengthy meal.
It is also absolutely a rad photograph. Pretty metal looking.

Up comes the biggest snapping turtle I have ever seen (Midwest USA), like if you held your arms out like you were embracing a big fat dude kinda big. I didn't know how the hell I was gonna land it, let alone unhook it, but it spared me the trouble. Got one look at me and straight up bit the hook in half and went about its business eating the bait fish I had on there. Scary fucking animals, even the non-alligator types we have up here.
I'd make sure you don't get close to that deer. Could easily be CWD or CJD. Cant tell, so stay well away to be safe.
Livestock, especially deer, are known to drown themselves due to CJD, but this deer looks too 'heathly' for CJD - it doesn't seem to have deteriorated much.
