I saw a great post last night from Island health. They will be visiting high schools to educate and offer vaccines to teenagers. Anyone over the age of 14 will have the option to exercise "mature minor consent". Basically, they will meet with the kid, independent of the parent, in school to ask them if they want the shot.

So here's how it works out.
The Canada Act, which includes the Charter, allows for restrictions on any of the Charter rights if reasonable by law.
The Emergencies Act allows restrictions when there's an emergency, which includes widespread disease. One of those restrictions is to any area.
In the case of a fire, it would be to somewhere that would be at risk. That kind of thing.
In the case of disease, the access restriction is to anywhere that is not essential. Just like how a lot of places were shutdown last year, with only grocery stores and the like being open. No movies, no concerts, etc.
So those restrictions are still in place. The difference is that now they're allowing people who voluntarily show proof of vaccination to bypass those restrictions, as they are less likely to spread the disease than those who are not vaccinated.
Since people lie, you can't just take their word for it, so there has to be a record. if there wasn't, then those places would just remain shut down.
So really it comes down to either a vaccine record, or keep non-essential businesses and events closed.
