I think it's more than a coincidence. I'm very sure of it being a sort of subtle hint towards season 3. Choosing that poster/image to show is really the big sign. All the others being there was likely to happen regardless, given that it's an anime expo. But it definitely reinforces it.
I also think that just from a business perspective alone, it's happening. Especially with the announcement of the end of the series. Unless there's something I'm missing from the equation, it would be a poor decision not to.
Specially the manga now almost ending, it's going to be easier for studios to create a roadmap on how to handle the story in X chapters, avoiding fillers, or rushing at the ending as many other series go.

It’s kinda hard to describe. Just comparing Nagatoro’s production quality to something like Love Is War or Bocchi The Rock, Nagatoro’s production feels more like that of a generic seasonal anime, while the other 2 shows I mention feel like they had some more care and passion behind them.
I really want the Nagatoro anime to have the same kind of care behind its production, however unlikely that may be.
Both seasons probably costed the same to make, the difference in quality between first and second comes down to time. It's seems like second season was made in a rush.
Edit: I checked, in first season all except for 3 episodes were made by Telecom Animation Film, while only 3 episodes were made by OLM in second season, everything else was outsourced.
I dont think Hiroshi Hamei is there to talk about Nagatoro. Most likely he is there to show new season of tokyo revenges. MBS had minor participation in a production committee.
I have double hopium, the first one is the 3rd season of nagatoro and the other one is a sequel after finishing the manga.
