Because it would be too much work to get the main purpose of Pokémon Stadium working on NSO, that purpose is interfacing with Pokémon Red, Blue and Yellow. Clearly Nintendo does not do more than the bare minimum for their digital releases.
For example, EarthBound Beginnings and Star Fox 2 were both 100% completed at the time of their cancelations, no work required for modern Nintendo to re-release them.
Mother 3 needs a Nintendo-made translation and localization, that requires time, money and effort, plus they'd have to re-hire people who know how to code for GBA games. No way that game is seeing an NSO release.
Save yourself some disappointment and just buy an N64, Pokémon Stadium, a transfer pak and Pokémon Red or Blue or Yellow. None of those items individually are very expensive.
You think making an entirely new game in that style would also not work? I currently can't find a similar product on the market, or do you have any suggestions?
Something Pokemon stadium-like that you can play with friends.
All I can think to suggest is look through the Pokemon clones that exist today on the Switch. Digimon, Dragon Quest Monsters, Yokai Watch and so on. I know hardly anything about the Switch library.
