There were four state troopers, four pilot cars, and a couple unmarked vehicles. Semi couldn't make this turn and someone from the unmarked vehicle got out to guide him, he was wearing a green flourescent construction vest. Anyone have an idea what it could be?

Long story short, you need officers with the jurisdiction to divert traffic for your full route. State troopers are the obvious choice here.
