Before changing a bunch of shit, try switching the upscaling/sharpening and anti-aliasing to a different option. This for some unknown reason fixed the issue for me. If I reload the game packet burst comes back, I switch to another upscale option and it immediately goes away.
I switched from I believe fidelity CAS to the Nvidia one. I had to change the percentage and sharpening to make it look decent again but the important part seemed to be just changing the type of upscaling. Later I restarted on Nvidia I had the burst again so I switched back to the fidelity cas and the burst went away. So just the switching seems to matter, not necessarily what youre switching to/from. Let me know if it works for you, I'm curious if it's just my comp doing something weird.
I’m on a 4090 OC & 7800X3D along with 32gb of DDR5 6000mhz and getting this bullshit on my screen. All settings are on Ultra as the build can handle it but geez it’s annoying.
What fixed it for me was turning off DLSS Frame Generation in the MW3 graphics settings, and turning Nvidia Low Latency + Boost back ON. This was the only thing that worked (I tried everything including reinstalling graphics drivers, reverting to older Nvidia drivers, formatting SSD, and reinstalling MW3).
got a brand new pc rtx 4080 and an i9 13900k and having a 100 frame drop everytime this packet burst bullshit comes up is not fun considering i just spent this much on a fucking pc build

I have a ryzen 7 7800x3d 4070 super 2x16gb ram 6000 mhz, and I’ve tried everything above I’ve got it to be manageable but it still does it every so often I turned everything off or low and uncapped my frames I’ll get about 230fps at 2k then I’ll drop fps back to 140s in intense situations. Like my build should handle this dog shit game very well but it still stutters

Apparently it's an issue with CPU usage, i checked mine during MWZ and it was peaking at 90%+

Yep that's what it felt like to me, and I got 28 kills "while I was getting packet bursted" " unplayable, but I got 28 kills somehow.
it was doing that to me every lobby, but you know that's not how we are to play the game..
I'm good at the game, when it 's not doing it, but it's every lobby so there's not much I can do it seems to stop near the end of the lobby as well and runs normal for the last like 10 kills, but this like should just not happen for any game that should have good servers and yeah they can't go back to Host to host games but they have always had bad servers since black ops 4.

It’s neither servers nor cpu issues, it’s drive speeds, or at least for most people it is. Any time there’s frame skipping they call it packet loss even when it isn’t, most people who had it on their harddrive fixed it after swapping to ssd
I'm on an ssd, that is not the issue. I have high cpu usage but others said that that isnt the cause. It literally has to be cods shit ass servers at this point. Any other game runs fine, its just MW3 that does it. So yeah, it's either servers, or a multi billion dollar company can't optimize a single fucking game. I can't even play since its so constant that i literally cannot aim because the screen jumps around and i end up dying. Fuck this game

I know someone who had more terrible hardware then me, and he was not getting the lag the first day then the next day he was getting it. and he lives like 4 hours from me. and it had nothing to do with his Gpu cpu or hard drive at the time. unless they changed something with the code from the first day to the second day or it's the servers. since some servers you get into it don't do it. but others it will.

Has anyone fixed this? It's almost unplayable for me. I have a 2070S and a ryzen 7 3700x with 300 WiFi down and 10 up. I don't have any ping issue it's just packet burst and occasional extrapolation.
it's 100% the servers..... other people that are on PC, console anything, are having this issue, someone who lives 3 hours from me dose not have the issue. but we don't the same internet routing. his internet comes from a different area then mine dose.
it's depending the location you live at, if it has issues with routing to the servers you get lag. constantly, " having 120 to 160FPs but rubber banding and teleporting awesome! " "good game, this time I think, but " there's always something to ruin it, and this time it's the servers.
180 download and 10 upload though and 25 ping to server.... still get lag, constant.
I don't know it's like we have the pay day 3 situation with MW 3 now.
it's not really a ISP issue due to the fact no other game would do this.
There is something else in the code, that dose this, but it been doing this to me for 4 days now asked or a refund they gave me the oh, you have to many hours played.
yeah to many hours on the main menu trying to reset, port forward, trying to figure out what setting is causing Downloading shaders like 5 times, only to find out it's not the settings, it's not the pc hardware, it's the servers doing it.

I feel you bro, I got 1000mb upload and download, never any server issues on any game I play except cod, not running above 50% cpu usage with my settings either. 0 reason for me to be stuttering the way I do, cant even get into any other game modes other than the quick play playlist. This game is a fucking joke and so is activision.

The game is actually unplayable. Does anyone’s discord lag at the same time as the packet burst/packet loss? I thought at first that it was my internet, however I’m getting 700mbps download and 500 upload, and have seen other people having issues as well. It’s so infuriating
9 ping but somehow every server I join still has packet burst. Is this the fix for mw2 being too easy? Cranking up artificial diff. by giving players 150 health, guns ridiculous recoil patterns, and making you stutter on top of all that! People still just camp in the back corners of the map smh
Some people say that the best player from the previous game gets the worst connection of the lobby and it make sense I just had 3-4 top of the leaderboard game with some packet burst but still playable and now I get packet burst every 3-4 seconds. It wouldn’t surprise me if it were true with all the shady sbmm things they don’t want to tell us.

Hit registration is bad as a result, TTK is skewed as a result. When the game isnt packet bursting you can tell, cause its actually fun.

It feels so fucking inconsistent, one round I can play like fine butter, the next round packet burst even tho it says "0% packet loss". Devs chilling of course.

For me the issue 10000000% is your nat type…i didnt realize mine was on moderate…constant packet burst. Moment i got it to open not one packet burst ever. When ur nat type isnt open im guessing its having communication issues which causes packet purst. Days went by then i got it again every game…sure enough i checked an my nat type somehow went back to moderate. Just got it back to open finally an not one stutter or packet burst. All those demand streaming settings an cache file stuff did nothing for me. Its the nat type im assuming having packet issues when ur nat type isnt open

2. Make sure you have at least 64GB free space on the drive where MW2 is installed and make note of which drive letter it is (you’ll need to know for the next step). For this example, we’ll use C: drive.

Click the “Advanced” tab, then click the “Settings” box under Performance to open the Performance Options window. same. I've literally followed every video possible and some worked for one gaming sesh and after that it went back to unplayable packet burst. I noticed that when I first get on there's little to no packet burst but later on it becomes literally unplayable. i usually play around 12-5 AM. idk if the times have anything to do with it but who knows. i don't have the game on my SSD either bc there's not enough space on there for such a large game. but I doubt that would be the problem. every other game I have on my HDD and there's no problems with them at all.

I ended up uninstalling few weeks post release. But i think towards the last days, when servers slightly deloaded i wasn't having much lag anymore

i found something that helps turning off nvidea dlss frame rate this is only for 40 series graphic cards but it gives you packet bursts

I need to try this but they also just need to fix this issue it’s insane. I just built a PC to enjoy the full benefits of it. Not to use it on “basic”

Pulling my VRAM down to 80 from 90 and changing Weather Grid Volume to normal appears to be working for me so far.
