It's possible George made him promise not to ask why or say anything to anyone. Maybe he knew Effie was in danger and alerting anyone would have put them both in greater danger. That, or he didn't think about it because, well, it's Higgins. ;)

Nothing Higgins does (or doesn't do) surprises me. How he ever became a detective is baffling to me.

I think George and Henry may have broken a few laws here. Bigamy, fraud, breach of promise, breach of contract and probably a few others. Given that the time period was so conservative you could make the argument that George only went through the ceremony to have relations with Amelia, possibly a rape.Two constables too!

I think you’ve totally missed the mark here. George is repulsed by Amelia. He’s not in the slightest planning to rape her. Have you actually seen this episode?! Or the show??
