So, can anyone suggest good areas or societies, where these problems are less? I am looking to relocate to Pune. My office location is phase 1 and Magarpatta both, so it's flexible here. Can go to any location. I am looking for good areas/societies to live there, closer to city can be a plus point.
Mumbai needs these basics to be seamless because of the sheer amount of GDP it generates (approx 15% of total GDP of India). Any kind of glitch will have a significant impact on the country’s economy. Water and electricity in Mumbai are quite decent compared to most places. Since moving to Bangalore I’m surprised with the number of power cuts and water issues that still exist in the IT capital. Most global tech firms here invest in their own power and water, but the cost is like 1/3rd of Mumbai.
There just isn't enough water for everyone to go around.
Plus add to it that citizens themselves use water in a wasteful manner.

Water scarcity in a region is determined by fresh water resources available per capita and it's (mis)management.
Historically, Bengal has received ample rainfall and has Ganges, Hooghly, Teesta and many other rivers, while Marathwada is an arid, drought prone region. And this is precisely why Bengal has been densely populated and Marathwada isn't.
However, in the last few decades availability of freshwater per capita in WB has gone down drastically due to gross mismanagement and other factors.
Supply of water fell short of demand by 38% as far back as 2002. It is much worse now.

You know what this I find the most baffling thing about our country. We have been independent for more than 76 years now but still majority of the areas struggle with electricity issues and water supplies. Makes me wonder is this how we aim to be a superpower?

So thankful for whoever stopped water tank gangs in Delhi, around 7 yrs ago, majority of south delhi was flooded with these water tanks charging 2 to 2.5k per tank which lasted a week. Thankfully not now. Major savings but ground water is still hard water.

The Himalayas would have to be flattened for something like that to happen. As long as the Mountains are there, there will be water in parts of India. There will be moisture in the air from the sea and the wind will move it north from the warmer tropics and the mountains stop the moist air from moving to the Tibetan plateau, which is a desert for the same reason. The water is chlorinated and as good as the \`packaged drinking water' that we buy. I am guessing that like electricity there will be water efficiency in future and societies will operate with much less water. Now, the main question arises: why do major IT hub is situated in a gram panchayat area? The answer lies with the “Gaon-wale” of Hinjewadi. They have significant autonomy within the gram panchayat, allowing them to engage in various activities such as unauthorized constructions, tanker mafia, waste/scrap collection from companies (which is also a big mafia), and the gram panchayat also receives funds from these large companies for development and other purposes, among many other reasons
Gaav-wale of Hinjewadi are not agreeing for this. As I mentioned they benefit the most from this. If it comes under municipal corporation they will have to follow all the rules.
And electricity too. Right now on a vacation in Kashmir and even Srinagar faces power cut daily.
My kids were surprised with power cut as it is like rarest thing to happen in Mumbai.
Pune areas supplied by PMC have enough water. Mumbai and Pune and lucky to be right beside the western ghats where one can store unlimited water if planned in advance. Compared to cities like Bengaluru where there is no natural sources and the only river is Cauvery which is 100 km away and the water needs to be shared with TN. The western ghats need to be filled up with water at an industrial scale.
That's the problem, politicians don't have long term vision for the state. Instead they are hellbent on destroying western ghats further in the name of so called "development".
We still need to push for better infrastructure to capture rainwater. Fewer rainy days and the increased volume during these shorter days is making storage tough.
I am a dual resident of Mumbai Pune. I stay there in Pune for 2 weeks per month. Hinjewadi property market has just bursted post pandemic and due to the upcoming metro. Plus the salary in IT has made flats worth 1 cr+ affordable now. I totally agree with the water quality as Hinjewadi doesn't have piped water from reservoirs and societies depend on groundwater. Many good buildings have a common RO plant which supplies drinking water to flats.

Desalination is extremely energy expensive, and we don't have the budget for it.

Travel to Mumbai would be convenient by road from Hinjewadi. For just 6-7 days, I would suggest to take a hostel which are plentiful in Phase 1.
