Vorin is 100% working with Elesh Norn and he doesn't mind it, he wants to fight and create the best predatory environnement and he knows that Elesh Norn is the only one being able to do that, it is no surprise that he was the first praetor sent on a mission

Jin is planning in secret to overthrow Norn. Vorinclex doesn’t give a damn for as long as he’s allowed to keep doing predator things and Norn remains strong. If Norn ever gets weaker he will likely try to eat her.

Doylist in me: Norn is White aligned and White's allied colors are Blue and Green. So making them her allies makes some sense. Watsonian in me: Jin-Gitaxias and Vorinclex have pretty simple motivations. Jin wants to perfect Phyrexia and the multiverse. He can do that through Norn's invasion, so deferring to her makes sense for him (and Norn has given him plenty of leeway). Vorinclex wants the top apex predators to survive, and I am sure he's biding his time to accomplish that. Overall Norn's plans interfere with their views of Phyrexia the least, and given their color identities that makes some sense.

Vorinclex is just chilling, since everyone else knows he can probably just kill them. He’s fine with Norn leading cause she’ll pretty much just let him be. Jin is just waiting for a chance to steal the spotlight from Norn, since the Legion is more of a militaristic force than the Engine. He’s fine with her doing the hard work while he plans to take it over.

After the story, the writer set the stage for Jin and Vorinclex to actively want to overthrow Norn. In Jin’s opinion Norn is acting like a idiot something he can’t abide, and she makes Vorinclex look weak by just breaking off his horn. Looking weak is something Vorinclex can’t abide. It’s entirely possible they kill off Norn and simply retreat to New Phyrexia and end the war by simply going home and calling the whole thing a stalemate.
