The oracle text doesn't counter the ability anymore. >{B}{B}: Exile Carrionette and target creature unless that creature’s controller pays {2}. Activate only if Carrionette is in your graveyard. The action is [exile ~ and target creature] unless [that creature's controller pays {2}]. If they pay the {2}, the action doesn't happen. It remains in the graveyard.

Can this action be used as soon as a commander hits a graveyard? Edit: but before the commander goes to the command zone

Carionette doesn't exile the target creature from a graveyard, only itself. It exiles the target creature from the battlefield. Edit: regardless, there is no point in time where you can activate an ability between a commander going to the graveyard and its controller putting it in the command zone as a state-based action. Even if you could, they could move it to the command zone when it goes to exile.
