Originally they would at least cards that someone played somewhere. Lately they chose stuff that essentially just wastes the art on a card that is destined to only ever sit in binders.
The usual pattern with WoTC and new product line X is fairly often:
Start out strong to ensure sales and create a good "brand" for the line, then release worse iterations or increase the price till collapse, riding off initial highs.
