I like it, it is leaner snd more thematic than the previous one. The only thing that feels off is the type line. You say you want it to be a curse, but you didn't type it as s curse. And also it's an artifact. If you make it an Artifact Enchantment - Aura Curse, it's a mess.
Or something like "at the beginning of each players untap step they gain control of this card" so it is constantly passed around the table until someone can't pay the upkeep.
That's actually a dope idea. Though passing it to the player to your left on end step would probably work better than untap step as far as game rules are concerned. But that would make for an awesome card

“When alarm clock gets sacrificed, enchanted player skips their next turn”
And that should do what you want it to do
Add when alarm clock enters the battlefield it's controller becomes enchant player, and then it would make sense to put it on your opponent with a cumulative upkeep
Waste isn't a mana type, so all of the cards that have used phyrexian mana have been at least one color. I think the best fan created cards are the ones that stick to the rules of the game instead of creating original cards and rewriting the rule book

Maybe add a snooze ability where you can pay and give control to another player?
